The City of Asheville is seeking qualified applicants for a full-time, exempt HOME-ARP Program Manager position for the Community & Economic Development Department.
This is a grant-funded, temporary/time limited position.
The HOME-ARP Program Manager position is responsible for developing the allocation plan and implementing the HUD HOME Investments Partnerships Program funding allocation of approximately $4.
7M, generated by the American Rescue Plan (HOME-ARP).
Responsibilities include federal grant planning, policy development, public engagement and grants management of the HOME-ARP program.
The preferred candidate should have specific experience with developing policies and/or programs to serve individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability.
This person will be responsible for strategic planning, public engagement, policy recommendations, management, and reporting for all aspects of the federal HOME-ARP allocation to the City of Asheville.
This will include program planning, agency and service provider consultation, public engagement, grant procedure development and management, intake and review of applications, making formal recommendations to public Committees including the Asheville Regional Housing Consortium Board (‘Consortium’) and Asheville City Council, as well as execution and management of contracts, reimbursement of project funds, and recordkeeping and compliance reporting to the US Department of Housing and Urban Development (HUD).
This position may also be responsible for supervising one administrative support staff to facilitate grants administration.
This position requires independent initiative and judgment, and the ability to shift priorities.
It operates in a fast-paced, deadline-driven environment with a wide variety of annual deliverables.
The position interfaces with numerous community members and groups within the four county Consortium (Buncombe, Henderson, Madison and Transylvania counties) to promote the regional goals of addressing affordable-housing needs, ending homelessness, and administering federal and local funds to accomplish a variety of community-wide needs.
Tact, firmness, and courtesy are required in maintaining good relationships with personnel in other City departments, service providers, and the general public.
This position will report directly to the Community Development Division Manager and work in a strong team oriented environment due to the complexities of the programs.
This grant-funded position is FT benefited & time-limited, and contingent upon sufficient funds.
This position is expected to end in four (4) years.
Typical work schedule is 37.
5 hours per week; Monday – Friday 8:30 am – 5:00 pm.
Occasional evening and weekend hours may be required.
This position will work primarily as a remote position with attendance in person required for meetings and stakeholder consultations.

Essential Duties and Responsibilites Maintaining up-to-date knowledge of the HOME and HOME-ARP program regulations and requirements set forth by HUD.
Design and implement an equitable process for distribution of HOME-ARP funding to include needs assessment, application process, and project evaluation.
Develop, coordinate, and formulate internal and external program policy for HOME-ARP funds.
Design and implement stakeholder consultations with area agencies and service providers whose clientele include HOME-ARP qualifying populations.
Design and implement citizen participation in the development of the HOME-ARP allocation plan.
Perform and/or coordinate Needs Assessment and Gap Analysis of the qualifying population and assess the unmet needs.
Develop and seek Consortium and City Council authorization of the HOME-ARP allocation plan and production goals.
This program and these funds will need to be coordinated with the Continuum of Care.
Knowledge of Continuum of Care, both local and state, is preferred.
Managing the electronic application process for HOME-ARP grants.
This includes creation of an electronic application process, managing the inflow of applications, offering technical assistance to applicants regarding the online application, organizing and distributing applications to staff and Committee members as needed.
Develops public communications for HOME-ARP fund processes and liaises with the Communication and Public Engagement (CAPE) division to distribute communications.
Manages HOME-ARP contracting process which includes review of incoming applications, evaluation of past performance with City funds, communication with grantees and applicants, and negotiating scopes of service and budgets for contracts.
Initial financial and documentation review for all incoming HOME-ARP drawdown requests.
Serves as primary point-of-contact for incoming department and technical assistance questions related to HOME-ARP and works to connect inquiries with a timely answer/ information.
Works as part of the Community Development Division team in all aspects of the annual community development cycle, including preparing and conducting applicant workshops, reviewing and evaluating applications, preparing HUD Consolidated and Annual Plans and the Consolidated Annual Performance Evaluation Report (CAPER), as well as performing other work as needed to ensure a successful community development program.
Monitor and evaluate recipients of HOME-ARP funding.
This process requires planning, scheduling, conduction on-site or desk reviews, analyzing information, and recommending subsequent actions.
Offering technical support to HOME-ARP funded projects to achieve compliance.
Grant reporting as determined by HUD.
Assist with other division tasks as directed.
This job may have direct supervisory responsibilities.
Education and Experience Bachelor’s Degree in planning, public administration, social work, business administration, or a related field with at least three (3) to five (5) years of relevant experience.
Experience with federal grants, specifically HOME Investments Partnerships Program as well as Continuum of Care, ESG, and TBRA programs, is a requirement.
Experience with the Integrated Disbursement Information System (IDIS), HUD’s reporting tool for federal grant management, or other funding reporting tool is a plus.
Experience in any combination of the following specialty areas: ending homelessness, affordable housing development, project underwriting & subsidy layering, grant management, housing for veterans and other relevant experience.
Possession of a valid driver’s license issued by the State of North Carolina or out-of-state with ability to obtain the same.
Experience with project, contracts and grant management.
Experience in working directly with the public.
Experience with real property and the production, preservation and protection of affordable rental housing, including underwriting experience.
Considerable knowledge of the subject of homelessness.
Considerable knowledge of Continuum of Care (CoC), Emergency Solutions Grants (ESG), Housing First, Coordinated Entry, Homeless Management Information System (HMIS) and related best practices.
Considerable knowledge of the relevant geographic, political, and socioeconomic conditions in the City of Asheville and the surrounding Consortium area, including Buncombe, Henderson, Madison and Transylvania County.
Knowledge of and experience with grant writing.
Experience with Google Suite of programs, including Google Docs, Google Sheets, etc.
