_ _This posting may be extended due to administrative timelines_ _Job Posting end date March 7, 2024_ Purpose of the position: The purpose of this position is to provide strategic and administrative leadership to assigned programs and functions within the Economic Services Division to ensure the accurate and timely delivery of services within the division.
Minimum Education, Training and/or Experience (required at time of hire): Associate degree and six (6) years of experience in income maintenance program including two (2) years of supervisory experience in an income maintenance or service program; or an equivalent combination of training and experience.
Essential Functions of the position: * Provides administration of programmatic performance standards, monitoring and evaluation of service delivery, management of budget activities, oversight of human capital management activities, and assuring safe, supportive, inclusive, and engaging work environments for staff.
* Serve as a liaison and representative for the Division in managing internal and external communications and relationships with other HHS divisions, County departments, State agencies, community partner agencies, and various other stakeholders.
* Manage assigned contractual relationships, service delivery, performance, and accountability agreements within the Division.
* Manage personnel, position, and team management within assigned program areas to ensure a competent and high performing workforce, including selection and recruitment; employee onboarding, training, and development; performance evaluation; employee relations and disciplinary matters; and employee engagement.
* Ensure efficient and effective workflows and implement changes in work practices and procedures as needed to modify functioning according to programmatic and departmental needs.
* Assure compliance with all applicable policy, rules, and governmental statutes (local, state, and federal) specific to assigned program areas as well as all county and human resource policies covered by local, state, and federal laws.
* Performs other related duties as assigned.
Knowledge, Skills, Abilities: * Thorough knowledge of income maintenance programs, policies, manuals, and systems.
* Thorough knowledge of all agency and community services and programs and understanding of the serving disadvantaged populations.
* Knowledge of the organization and structure of state and local government and the principles and practices of public and business administration.
* Knowledge of social and economic factors in the community, and local agencies and resources.
* Knowledge of and ability to apply policies, rules, and statutes ensuring compliance with programs and functions.
* Knowledge of the principles and techniques of public administration, including personnel administration, budgeting, and office management.
* Knowledge of the principles of supervision and organizing, including skill in directing a large number of staff in the completion of required duties.
* Ability to analyze and comprehend a variety of technical and administrative regulations, records, and reports.
* Ability to set priorities, implement changes and organize.
* Ability to exercise sound judgment and deal tactfully with a wide range of the public.
* Ability to plan and initiate administrative procedures and to evaluate the effectiveness of these procedures and the ability to interpret obscure regulations and place into practical application.
In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees.
All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
